Distribution of state aid, who benefited? In 2025, 5.4 billion lek of sectoral aid were distributed

State aid for 2025 is mainly focused on sectoral schemes, with tourism holding the main share. According to the annual report approved by the government and published in the Official Gazette, sectoral state aid amounted to 5.4 billion lek, or about 56.3 million euros. This category accounts for 70.1% of total state aid.
The largest share is occupied by tourism. According to tax administration data, support for this sector, through the reduction of VAT from 20% to 6% for accommodation structures, amounted to 4.58 billion lek. 943 entities have benefited from this measure. Assistance has also been provided for public transport, where support for rail transport was 500 million lek, while subsidies for 13 water supply and sewage companies amounted to 350 million lek.
The report also highlights support for employment and self-employment. The employment program realized 33.3 million lek, with 177 beneficiary entities and 271 job seekers employed. While the self-employment program realized 42.9 million lek, with 224 new beneficiary enterprises. A total of about 49 million lek was realized for training through work and professional practices, supporting the employment of over 300 unemployed job seekers.
A significant portion of the funds has also gone to small and medium-sized enterprises, as well as startups. In total, the schemes for SMEs and startups have disbursed around 470 million lek, with the largest share being grants for startups, with 285 million lek. 1.33 billion lek was given to sports, while 339.8 million lek was given to culture, to support projects in art, culture and cultural heritage. Meanwhile, research aid, linked to VAT exemptions for hydrocarbon operations, reached 48.9 million lek for 2025.
