Work balance 2025, 79% of businesses result in violations - Ibrahimaj: Consulting priority, changing approach towards entities

The State Labor Inspectorate has presented its annual report for 2025, revealing the figures of inspections across the country. During her speech, the Minister of Economy and Innovation, Delina Ibrahimaj, emphasized that the government's new focus is on entrepreneurship guidance and advice.
"Inspection serves to improve the work of businesses. And the approach that the Labor Inspectorate has had since the beginning has been a recommendatory approach. This is not only a recommendatory approach at the will of one inspector or another, but in the law that regulates labor inspection, recommendation and advice is the first instrument that inspectorates use. And it is the heart and essence of the reform in fact, which we want to extend to all other inspectorates."
The Chief Inspector of the Labor Inspectorate, Eljo Muçaj, presented the specific data of the report, which noted a high number of violations despite continuous monitoring.
"From the point of view of the main inspection indicators, the Labor Inspectorate in 2025 has carried out 9,532 inspections, which have covered over 200,000 workplaces. What I would say is that 79% of the entities that have been inspected have resulted in violations. 27% of the entities inspected during 2025 have been entities inspected for the first time, increasing that weight on the inspection map, giving a focus to new entities where, as mentioned by the Minister, counseling and awareness is an important element of inspection practice."
According to the chief inspector, employee complaints have also increased, emphasizing that 40% more complaints were filed during 2025 than the year before.
