What are the objectives of "DAP" for 2026? - Focus on performance, EU integration and increased competitiveness

The year 2026 coincides with an important phase for public administration in the country. The Department of Public Administration has announced its main priorities, focusing on the implementation of the new 2025–2030 strategy, increasing efficiency, and preparations for the European Union integration process.
The official document emphasizes that the main innovation will be the advancement of legal reform, especially through amendments to the law "On Civil Servants". This amendment aims to strengthen the link between performance and career development, while also resolving issues of salary structure and judicial decisions, to minimize costs for the state budget.
In parallel, it is planned to improve the law on the organization of state administration, with the aim of clarifying the functions of subordinate institutions. One of the most important pillars for this year is the digitalization of human resources.
The central personnel registry is expected to be expanded to ministries, but also to sectors such as education, health and local self-government units, enabling the automatic generation of salaries and increasing online interaction between institutions.
In terms of human capital, the government aims to turn the administration into a more competitive employer in the market. Leadership programs for management levels will be consolidated, while the Albanian School of Public Administration (ASPA) will review its curricula and staff, to increase the capacities of civil servants in the face of negotiations with the EU.
Additionally, additional measures are planned to strengthen integrity, transparency, and ethical standards in all public institutions.
