Railways, 1 billion lek expenses - Budget execution, projects that were financed during 2025

Albanian Railways spent around 1 billion lek during 2025, according to the budget execution statement published by this department.
According to the document, almost 400 million lek from domestic financing went to Value Added Tax payments for some of the most important railway projects, such as Vorë – Hani i Hotit and Tirana - Durrës - Rinas. This is because, according to the loan agreements, VAT is a component covered by the Albanian state. The largest part of this amount went precisely for the contract for the implementation of the Tirana - Durrës line project and the construction of the new Tirana - Rinas line, while a part went to the implementation of the contract for the construction of railway station buildings and external areas along this line.
In parallel, about 86 million lek from internal financing went to studies and designs, with the largest share going to the feasibility study for the Shkodra - Gjakova railway, with almost 40 million lek. For the rest of these expenses, no details were given on the specific projects where the funding went.
Meanwhile, regarding foreign financing, the Albanian Railways budget execution report shows that no payments were made last year, while the forecast was for 2.7 billion lek.
In parallel, the expenses also include 500 million lek in subsidies, used to support the daily activity of the railway.
