Rules for foreign citizens change - New work permits and salary criteria, formalization is aimed at

The amended regulation on the entry, stay and treatment of foreigners in Albania has been published in the Official Gazette. These changes bring not only new administrative procedures, but also a direct impact on the labor market and the domestic economy.
One of the innovations is the introduction of a registration certificate for European Union citizens who stay in our country for more than 3 months. The application will be made online on the e-Albania portal. For their family members who are not EU citizens, it is also envisaged to be issued with a residence card.
At the same time, the decision sets minimum financial criteria for foreigners seeking to stay in Albania. Specifically, proof of means of subsistence of at least 300 thousand lek per year per person is required, or monthly income not less than the minimum wage in Albania. This threshold aims to filter the entry of foreigners in the interest of economic sustainability and to avoid pressure on social schemes.
The changes also directly affect the labor market, introducing new categories, formalizing several sectors. One of them is the unique permit for domestic workers, such as nannies. For this category, an employment contract and a full declaration of employment data, including gross monthly salary and information on the employer, are required.
Another change is the acceleration of procedures. After applying for a residence permit, the foreigner will be provided with a provisional permit within 1 working day, which is valid for one month. This is expected to significantly facilitate the process for individuals and businesses seeking to hire foreigners.
Also, foreigners must submit a self-declaration of their judicial status and are required to prove sufficient financial resources.
The registration certificate and residence card will be provided without a service fee, reducing costs and encouraging formalization.
