From the interconnection with Kosovo, to the Moglica HPP - The Energy Community

The Energy Community has launched a public consultation on the new list of projects of common interest for 2026, a process that aims to support the development of energy infrastructure and regional market integration. The projects under consideration have been selected for their potential to improve cross-border interconnection and address infrastructure bottlenecks, in the context of increasing demand for renewable energy.

Three of the projects included in the public consultation involve Albania, while the final list is expected to be approved in December of this year.

Among the projects with a direct impact on our country, the rehabilitation of the existing 220 kV line connecting Bosnia and Herzegovina, Montenegro and Albania in the Trebinje – Peručica – Podgorica – Vau i Dejës segment stands out. This investment aims to increase transmission capacity through the replacement of depreciated equipment, reducing loads on the network, improving cross-border energy exchanges and increasing security of supply in the region.

Another important project is the development of the Moglica pumped storage hydropower plant. The project envisages the construction of an upper reservoir on top of the existing Devoll reservoir, creating an installed capacity of up to 1,620 MW and around 30 GWh of storage capacity. This investment is considered key to the flexibility of the energy system, as it helps balance production from renewable sources and increases energy security in Albania and the region.

Also included in the list is the reconfiguration of the 400 kV network in Albania and the construction of a new interconnection with Kosovo. The project aims to expand the transmission network through new substations and the improvement of existing infrastructure, reducing congestion on current lines and enabling the integration of over 1 GW of new wind energy capacity in the northeast of the country.

Projects selected under the framework of Projects of Energy Community Interest benefit from increased credibility, faster permitting procedures and improved access to financial support from the EU.
