Rama: OBP, a major leap forward for transparency and efficiency in tenders

Prime Minister Edi Rama praised the role of the Centralized Purchasing Operator (CPO), considering it as one of the main instruments of public procurement reform and the separation of ministries from tendering processes. In his speech, Rama emphasized that the creation and functioning of the CPO has brought a “great leap” in the way public procurement procedures are carried out in the country.
"In savings, there is a special role, the Centralized Purchasing Operator," Rama said.
According to the Prime Minister, ministries and ministers no longer have a direct connection with tenders, while a significant part of the procedures are gradually being transferred to the Centralized Purchasing Operator. He underlined that this process aims to create a specialized structure, with expertise dedicated to managing complex public procurement procedures.
"The Centralized Purchasing Operator has given us the opportunity to make another major leap forward in no longer holding tenders in the ministry," Rama declared, adding that the process is gradually expanding to include agencies and local governments, through dialogue and cooperation with local units.
The Prime Minister emphasized that local government has its autonomy and the government cannot impose the way tenders are carried out, but according to him, a cooperation model is being created that aims to increase efficiency, professionalism and standardization of procurement procedures.
In his assessment, Rama stated that public procurement processes are much more complex than is often perceived in public debate and that the establishment of a "super-specialized" structure like the OBP is essential for guaranteeing quality and transparency in the use of public funds.
The Centralized Purchasing Operator is one of the structures that the government has promoted in recent years as part of the reform to centralize procurement procedures, standardize technical specifications and reduce costs for public institutions. According to data previously made public by the institution itself, the OBP has carried out over 1 thousand procurement procedures for dozens of institutions, reporting over 40 million euros in savings for the state budget in 2 years of operation.
