Businesses pay 78 million lek for complaints to the Public Procurement

When a business objects to a public tender, it must pay a financial fee as a guarantee for the review of the complaint. During the period January–May 2026, about 77.9 million lek were collected from these fees. The highest collections were recorded in May, with 23.6 million lek, followed by April with 18 million lek. The lowest level was in March, with about 10.8 million lek.

From January to May, the monthly value of financial guarantees increased by about 88%, indicating a greater concentration of collections in the last two months of the period. At the same time, the Public Procurement Commission has returned 58 million and 741 thousand lek to economic operators, after completing the administrative review of complaints.

More than half of this amount was returned during February alone, when refunds reached over 32 million lekë. In January, refunds were around 2.6 million lekë, while in May around 6.3 million lekë. The review of the procedures also resulted in 32 million and 6 thousand lekë in financial fees, which should be paid into the State Budget.

 The highest value was recorded in February, with 11.3 million lek, while the lowest in March, with around 3.7 million lek. All three amounts do not necessarily represent the allocation of the same fund. They relate to complaints filed during 2025 and 2026, for which the Commission's decision was given during 2026. The data show a strong increase in guarantees collected during April and May, while returns to economic operators and obligations to the State Budget are mainly concentrated in February.
