The Minister of Economy and Innovation, Delina Ibrahimaj, announced that the government is working on drafting a new legal framework for strategic investments, which is expected to be approved within this year and will place special emphasis on the legal security of investors.

During a television interview, Ibrahimaj stressed that the revision of the legislation is part of efforts to make Albania more attractive to foreign investment and to guarantee a safer environment for business.  “Within this year, we will have a new investment law, which will update the existing framework and will more strongly address issues related to the protection and legal security of investors ,” the minister declared.

Commenting on the recent debates and protests regarding certain tourism projects, including the investment in Zvërnec, Ibrahimaj said that the tourism sector has become a field of strong competition between countries in the region. According to her, the growth of Albania's tourism potential has brought greater rivalry to attract investments and tourists, which may also affect opposing attitudes towards large development projects.

"Tourism is a sector where regional competition is very strong. Albania is attracting more and more attention and investment, so it is natural that there are different interests that prefer to direct these investments towards other countries ," she said.

The Minister emphasized that the protests cannot be explained by a single factor and that they are a combination of different attitudes, interests and motivations. According to Ibrahimaj, in addition to citizens protesting for their beliefs or concerns, there may also be other groups or actors supporting or promoting certain causes for specific interests.

However, she underlined that the government remains open to dialogue with citizens and stakeholders, with the aim of addressing concerns and finding solutions to issues related to development projects.  “We are always ready to listen to arguments and discuss the demands raised. Dialogue is the best way to clarify any uncertainties and guarantee sustainable development ,” the minister said.

According to her, the main objective remains the creation of a favorable climate for investments, while simultaneously preserving the public interest and the country's long-term development standards.
