KPP, to focus on competition in tenders - Parliament requests analysis of procedures with 1 bid and harmonization with EU standards

The Albanian Parliament has asked the Public Procurement Commission to focus attention on increasing competition in public procurement procedures, by analyzing in detail the phenomenon of single-bid tenders.
According to the resolution adopted by the Assembly for 2026, the PPC must identify the factors that affect the level of competition in procurement procedures, with a special focus on cases where only one economic operator competes. The institution is also tasked with reporting on the measures taken and the results achieved to expand the participation of economic operators, increase competition and ensure the most efficient use of public funds. This analysis must be submitted to the Assembly by October 2026.
Another requirement is related to the harmonization of the Public Procurement Commission's practice with the European Union acquis. In future annual reports, the Public Procurement Commission should reflect the measures taken to address the recommendations of the European Commission's progress report and the SIGMA/OECD reports.
The resolution also calls for improving economic operators' access to administrative appeal mechanisms, through reducing cases of rejection of appeals for procedural reasons and increasing the use of electronic services.
In the area of financial transparency, the Assembly requests a more detailed analysis of the revenues generated from appeal fees, the amounts returned to economic operators, and the net contribution of these revenues to the state budget.
