Albania is getting ready to conduct a detailed "snapshot" of its rural reality. The new draft law on the Agricultural Census has been discussed in the Parliamentary Committee on Agriculture, where the need for data comparable to international standards was emphasized. Deputy Minister of Agriculture, Fatmir Guri, stated that this process will not be simply a collection of formal statistics, but will serve as a bed for all future reforms and investments in the countryside.

"This picture is not just made for formal statistics, it is the basic part on which future policies will be based, so that they are fairer, more accurate, more measurable. Without this basis, the discussion of supporting farmers, national quality, investment in agricultural infrastructure, rural development, or the approximation of the European Union's common agricultural policy, remains to be improved."

The new agricultural census comes as an obligation and necessity to align Albania with European Union legislation.

"In addition to harmonization with European legislation, there has been strong support for the global agricultural census program developed by FAO, on which we have relied for the collection of agricultural economic data, the determination of the reference year, the structure of the data collected that will be collected through the census, such as general characteristics: land, livestock, employment, and others," said Lantona Sado, Director of Instat.

For their part, the committee members appreciated the importance of this legal framework for the orientation of public funds and strategic investments.

"A database is required to be compiled, because without them we cannot have an assessment of support for farmers, for rural development, and food security, for planning public investments, for the process of integration into the European Union. This law is very detailed and in it are the preparations... the main basis where the INSTAT institution will be in charge, in accordance with the principles and rules of Eurostat and FAO," says Fadil Nasufi, MP.

With the approval of this draft law, INSTAT will have the main legal responsibility to go into the field according to Eurostat principles.
