Malaj in Vlora: Formalization of tourism, important for guaranteeing fair competition and sustainable development of the sector

The Minister of Finance, Petrit Malaj, held a meeting with businesses in the tourism sector in the city of Vlora, accompanied by the Director General of Taxes, Ilir Binaj.
The meeting focused on discussing the problems that businesses encounter while carrying out their economic activity and on the implementation of the Operational Plan in Tourism by the Tax Administration, with the aim of further formalizing and improving the standards of the sector.
During the meeting, the Minister emphasized that tourism in our country is experiencing significant growth, which is reflected both in the increase in the number of employees, as well as in the level of declarations and the increase in income.
In this regard, the Minister underlined the importance of formalizing tourism activity, correct declaration of employees, real declaration of salaries and the implementation of electronic invoicing to guarantee fair competition in the market and the highest standards of service.
The Operational Plan for the tourism sector aims to support honest businesses and identify high-risk cases, through intelligent analysis and advanced technologies.
In this context, during the meeting, the Tax Administration's willingness to continue cooperation with business, to address the problems of the tourism sector and to support its sustainable development was expressed.
According to data administered by the Vlora Regional Tax Directorate, in March 2026 there was a 14.3% increase in declared employees in tourism-related sectors. The most significant increase was recorded in the highest-wage categories, reflecting greater formalization of labor relations and improvement in the level of declared salaries.
There is also a significant increase in payments and declarations from tourism businesses during 2025. VAT payments reached 215.1 million lekë, or 54% more compared to 2024. Significant increases have also been recorded in accommodation activities, food services and rental of means of transport.
Within the framework of the Tourism Sector Plan 2026, the Tax Administration will intensify measures to increase tax compliance, improve transparency and monitor declarations, through risk analysis and the use of advanced technologies.
This plan provides for targeted controls on high-risk entities, verification of employee declarations, and the correct implementation of electronic invoicing for each service provided, with the aim of guaranteeing fair competition and sustainable development of the tourism sector.
