Intercity transport towards reform - Strategy 2030 aims for reorganized lines, fiscal incentives for bus renovation

The government has issued for public consultation the Sectoral Transport Strategy 2030, where one of the most important interventions is related to the reform of intercity road passenger transport, a sector that currently faces structural problems and inefficiency.
According to the document, the existing system is characterized by high fragmentation, overlapping lines and inefficient service models, while the bus fleet remains outdated and the quality of service is uneven. At the same time, the presence of informal practices and the lack of integration with other transport modes such as railways, ports or airports are evident.
These weaknesses, according to the strategy, directly impact the increase in traffic, emissions, reduced safety, and limited access to rural areas, making the system less competitive and less reliable for citizens.
In this context, the document foresees a deep reform of the intercity network, starting with the restructuring of existing lines. A national assessment of mobility demand will be carried out, while overlapping or inefficient lines will be eliminated, being replaced with a more organized network based on the real needs of citizens.
Another key element of the reform is the establishment of public service contracts and competitive procedures for operators, with the aim of increasing transparency and quality of service.
The strategy also aims to modernize the bus fleet, promoting the use of low- or zero-emission vehicles, through financial incentives and supporting policies.
According to the document, the reform aims to create a modern, reliable and affordable intercity public transport network that guarantees equal access for citizens and complies with European Union standards.
