Albania exceeds expectations in digitalization/ RCC: With 89% usage, it leads the region in online public services

The use of e-government services in Albania has seen rapid growth, reaching 89% of the population in 2024, according to data from Balkan Barometer. This level of inclusion is significantly higher than the average for Western Balkan countries (54%) and exceeds the European Union average of 75%.
At the center of this transformation is the e-Albania portal, which functions as a single point of access for citizens and businesses. Currently, the platform offers about 95% of all public services, or over 1,277 services. The number of users has reached about 3.43 million, while the total number of services provided has reached nearly 58 million. During 2025 alone, 17 million services were implemented, up from 15.2 million in 2024.
Another strong point according to RCC is the reuse of administrative data, which enables pre-filled forms and significantly reduces time and procedures for citizens. This is achieved thanks to an interaction platform that connects different public registries and allows for real-time data exchange. Furthermore, the mobile-friendly design, integrated support channels and feedback mechanisms make the experience easier and more accessible.
The strategic framework for this development is supported by the Digital Agenda of Albania 2022–2026, which aims to further expand online services and strengthen interoperability, digital identity, and data security.
However, a key link still remains pending, the adoption of the Law on Electronic Identification and Trust Services. This law is expected to bring Albania closer to EU standards for digital identity, paving the way for more secure and integrated services in both the public and private sectors.
