Women dominate the civil service/ Civil servants over 40 years old on average, the oldest in local administration

Women continue to dominate the civil service in Albania, constituting the majority of employees in all categories of institutions, with the highest percentage in local administration. Data from the annual report for 2025 show that women make up about 58% of civil servants, while men make up about 42%, a structure that has remained almost unchanged compared to 2024.
According to the report, women are the majority at all levels of administration, but the gender gap is most visible in local administration. In this category, there are 3,545 women and 2,200 men, making it the sector with the strongest female dominance. Meanwhile, in the state administration there are 3,973 women and 3,347 men, while in independent institutions there are 778 women and 492 men, which confirms that women are the majority in every typology of institution.
However, the structure of positions in the civil service shows that the majority of jobs are not at management levels. According to the breakdown by functional category, about 73% of positions belong to the executive category, while only 1.9% are in the senior management category, which indicates that the highest positions in the administration remain limited in number.
In total, the civil service system includes thousands of job positions spread across dozens of institutions, while the gender structure has remained almost the same from one year to the next. In 2024, women accounted for about 58.5% of employees, while in 2025 this percentage results in 57.8%, indicating a stable dominance of women in the administration.
Public administration also results in an average age of over 40 years. According to the report, the average age in the state administration is 42 years, in the local administration 43 years and in the independent institutions 41 years. This indicates a relatively consolidated administrative body in age, with the local administration resulting in a slightly older age group compared to other sectors.
