400 vacancies in Albanian prisons – Security in danger
The Prisons Police department is having trouble because of insufficient staff. This was noticed in the new draft law that has been submitted for public consultation. In total, there are about 400 vacancies in the four-state structure of prisons. The 2020 law reformed the prison police department by organizing clear rules for their operation, but less than two years later, there are noticeable problems regarding recruitment of employees.
In these conditions, some of our prisons are performing their duties in the field with 25–30% staff shortages, reducing care, service, vigilance, etc.
The new legal changes foresee a return to work for those who are at large from the Prison Police. As it is foreseen that the employees of the basic and middle roles are appointed by the General Director of Prisons with the proposal of the General Directorate of Prisons, and the managers of high-level employees are appointed by the Ministry of Justice, based on the proposal of the General Director of Prisons.
