US government AI testing underway - Tech giants to evaluate models

The U.S. government will test new artificial intelligence (AI) tools before they are released. Tech firms Google, Microsoft and xAI have agreed to have the U.S. Commerce Department review the designs through the Center for AI Standards and Innovation, known as CAISI. The assessments will cover “testing, collaborative research and the development of best practices related to commercial AI systems,” the statement said.

CAISI will also assess "demonstrable risks" associated with artificial intelligence systems, such as cybersecurity, biosecurity and chemical weapons risks, its website says.

“Independent and rigorous measurement science is essential to understanding artificial intelligence at the cutting edge and its implications for national security,” CAISI director Chris Fall said in a statement. “These expanded industry collaborations help us scale our work in the public interest at a critical time.”

Microsoft said in a public statement that the CAISI ratings will help them respond to cyberattack risks for their artificial intelligence model, Copilot.

The announcement that artificial intelligence companies will be assessed is a departure from the stance of President Trump, who has long argued that over-regulation of artificial intelligence systems could hurt the country's innovation and could allow China to gain an advantage.

In March, Trump released his National AI Policy Framework, which says the United States will “remove barriers to innovation” and “accelerate” the deployment of AI across sectors. CAISI has already conducted 40 other model assessments, including several “state-of-the-art models that remain unpublished.” OpenAI and Anthropic signed agreements for these assessments in 2024 under former President Joe Biden. CAISI said the existing agreements had been “renegotiated,” but did not provide details on what had changed.
