Cilat janë kategoritë më me risk të bizneseve në turizëm? - Kriteret, nga xhiroja e deklaruar tek numri i punonjësve me pagë minimale
Plani sektorial i tatimeve për uljen e informalitetit në turizëm do të realizohet në bazë të riskut që paraqesin subjektet.
Por cilat janë bizneset më të targetuara nga ky aksion? Referuar dokumentit, përpos hoteleve, apartamenteve, bujtinave, bareve dhe restoranteve, në target grup janë edhe tatimpagues të regjistruar në Ministrinë e Turizmit; subjekte aktive apo pasive me aktivitet të dokumentuar 2025–2026; tatimpagues të regjistruar/hapur gjatë vitit 2026; tatimpagues të identifikuar nëpërmjet Booking.com, Airbnb; Subjekte të pajisura me kontratë nga Agjencia Kombëtare e Bregdetit; si dhe tatimpagues që kanë marrë fonde nga AZHBR.
Sipas nivelit të riskut që parqesin, subjektet ndahen në tre grupe. Konkretisht në tatimpagues me risk të lartë dhe që janë objekti kryesor i kontrolleve përfshihen ato biznese në fushën e turizmit që deklarojnë xhiro zero pavarësisht aktivitetit; deklarojnë rënie e pajustifikuar në pikun e sezonit turistik; Kanë numër i lartë punonjësish me pagë minimale si dhe që aplikojnë normën TVSH 6% pa certifikimin përkatës.
Tek subjektet me risk mesatar përfshihen ato tatimpagues që kanë mospërputhje të dhënash fiskalizim-TVSH; Mospërputhje kapacitet-punonjës; Mosdeklarim kapacitetesh si dhe që operojnë me pagesa cash dhe nuk kanë POS të instaluar.
Ndërsa tek subjektet me risk të ulët, përfshihen ata tatimpagues që paraqesin vonesë të lehtë në deklarim; Rënie të ulët e xhiros pa arsyetim; Numër i ulët punonjësish sezonal dhe deklarim konstant pa luhatje.
Plani sektorial 2026 i administratës tatimore në sektorin e turizmit synon formalizmin e plotë dhe transparencën tatimore, duke integruar; sektorin turistik në sistemin tatimor shqiptar me monitorim intensiv.
