“Chapters 11, 12 and 13, the most challenging” - Deputy Ministers of Agriculture report on the progress of negotiations

The Committee on Europe and Foreign Affairs discussed the progress of negotiations on chapters 11, 12 and 13, which relate to agriculture, food safety and fisheries.
Deputy Minister of Agriculture, Fatmir Guri, who is also responsible for chapters 11 and 13, said that a series of initiatives have been undertaken to align the acquis with the European one, so that by the end of 2027 we can have the negotiations concluded.
"Chapter 11 is very important, but very complex in institutional terms. It does not end with the adoption of legal acts alone, but requires the establishment of functional systems, the establishment of administrative capacities, control procedures, auditing, financial management, real ability to administer funds. After the opening of Chapter 5, the main focus is related to the three concluding milestones. These have to do with the establishment of an integrated control system. This plan addresses the main issues raised in this process. Currently, we are awaiting comments and evaluation. This is an ongoing work, they send comments, we complete them and resend them. Pilot projects have been developed throughout the Berat region, we are talking about 35 thousand hectares, where the complete digitalization of parcels has been carried out.
"Another important initiative is the launch of the project for a sustainable data network on farms, this is an important step because modern policies cannot be made without reliable data ," said Guri.
Meanwhile, the deputy minister responsible for the food safety chapter, Arjan Jaupllari, said that the negotiation process foresees the approximation of hundreds of legal and sub-legal acts, as essential reforms are needed.
"The approximation of about 400 legal and sub-legal acts is foreseen. A series of reforms have been undertaken, in the field of veterinary medicine, the law on animal health has been amended, the draft law on products of pregnant origin. Measures have been taken for the animal welfare system. Controls have been increased throughout the food process. The law on official controls is ready ," said Jaupllari.
