Over 1,100 complaints reviewed in 2025 - KPP generates 672 million lek savings

The Public Procurement Commission (PPC) has contributed to saving over 672 million lek for the state budget during 2025, while continuing to improve performance in handling complaints and strengthening transparency in the public procurement system.

During the report to the Committee on Legal Affairs and Public Administration, the Deputy Chairman of the Public Prosecution Service, Fiorent Zguro, presented the institution's results for 2025, emphasizing that the focus has been on simplifying procedures, increasing transparency, sharing knowledge, and sustainability in decision-making.

According to the report, a total of 1,197 complaints were registered with the Public Procurement Commission during 2025, of which 1,188 were related to public procurement procedures. Of the unique procedures complained about, about 36% were related to tender documents, while 63.4% were related to the bid evaluation phase.

The Commission reviewed 1,152 complaints during the year, requesting in 291 cases that contracting authorities make the necessary changes to their procedures. Meanwhile, the average decision-making time has decreased to 10 days, from 12 days a year earlier, while the percentage of complaints reviewed outside the legal deadlines has fallen to 8.9%.

One of the main performance indicators remains the saving of public funds. According to Zguro, during 2025, the decision-making of the Public Procurement Commission has brought savings of 672 million lek excluding VAT for the state budget.

The institution also continued to consolidate its decision-making practice, publishing 53 interpretative decisions during the year. Out of 1,007 decisions taken, only 73 were appealed in court, while the majority of the Commission's decisions were upheld by the judicial system, confirming the legality of its activity.

The report also highlights the benefits of digitalization, which has brought savings of over 1.8 million lek in administrative costs for economic operators and contracting authorities.

In institutional terms, during 2025, the KPP conducted 22 recruitment procedures, adding four new employees and hiring four people with disabilities in support positions.

According to the institution's leaders, the results of 2025 demonstrate the strengthening of the role of the Public Procurement Commission as a guarantor of legality, transparency and fair competition in the public procurement system.
