Freight transport enters the digital age - Albania aligns legislation with EU

The Committee on Legal Affairs and Public Administration reviewed the draft law "On electronic information on the transport of goods", an initiative that aims to modernize transport procedures and align Albanian legislation with European Union standards.

Presenting the draft law, the Deputy Minister of Economy and Innovation, Enkelejd Musabelliu, said that the initiative harmonizes the Albanian legal framework with the European regulation on electronic freight transport information (eFTI) and constitutes one of Albania's commitments within the framework of the Growth Plan with the European Union.

According to Musabelliu, the draft law creates the legal basis for documentation and information required by public authorities for the transport of goods to be submitted and exchanged in electronic form, gradually replacing traditional paper documents.

Currently, transport operators are required to submit various physical documents, such as consignment notes, CMR documents, customs documentation, transit documents, certificates and transport permits. With the implementation of the eFTI system, these documents will be stored and exchanged digitally through certified platforms, while inspection authorities will be required to accept them in electronic format.

The draft law also aims to create a standardized and interoperable data exchange system, ensuring that electronic information is used and verified in the same way by all responsible institutions, especially in international transport.

According to the Deputy Minister, the proposed changes will reduce administrative costs for businesses, accelerate control procedures, improve communication between economic operators and public institutions, and increase transparency and traceability of information.

Another important element of the draft law is ensuring data security, through standards set for the integrity, authenticity and protection of transport information.

Musabelliu emphasized that this initiative represents an important step towards the modernization of the transport and logistics sector in Albania, creating the conditions for the widespread use of digital documents, strengthening inter-institutional cooperation and further advancing the country towards European Union standards.
