The Highway Code changes: zero alcohol for young drivers and stricter measures for traffic violations

The Albanian Parliament has approved with 84 votes important changes to the Road Code, proposed by MPs Ulsi Manja and Erion Braçe, with the aim of strengthening road safety and reducing accidents.
One of the main innovations is the establishment of zero tolerance for alcohol among new drivers, who for two years after obtaining their license will not be allowed to consume alcohol while driving.
Speed limits are also set for this category: up to 90 km/h on motorways and 80 km/h on roads outside built-up areas. If the rules are followed for two years without any violations, the restrictions are automatically lifted. Meanwhile, two violations within a year result in an extension of the probationary period for another year.
Another new rule prohibits driving between 24:00 and 06:00 for young drivers unless they are accompanied by a driver with at least 3 years of experience. Failure to comply with these restrictions is punishable by a fine of 5,000 to 15,000 lek, a one-month license suspension, and the removal of points.
The amendments also provide for severe measures for repeat offenders, including the permanent revocation of the driver's license in cases of repeated driving under the influence of alcohol above 0.5 g/l.
Another innovation is the ban on the use of hand-held phones not only for vehicles, but also for bicycles, electric motorcycles and skateboards.
Higher fines are foreseen for speeding and aggressive behavior on the road, while measures for driving without a license and for minors are also being tightened.
The new legal package aims to align with European Union standards and increase road safety, by establishing stronger rules for violations with high risk to the lives of citizens.
