Energy Community Implementation Report (EnCS) for 2025 presented - Lorkowski: Progress in market liberalization, 50% of objectives achieved

The Energy Community Implementation Strategy (EnCS) for 2025 was presented, with the theme "Albania's path towards European energy integration".
The Director of the Energy Community Secretariat, Artur Lorkowski, provided a detailed overview of Albania's progress in meeting its obligations in the energy sector.
In his speech, Mr. Lorkowski emphasized that the presentation of the report is based on five main pillars of the Energy Community's activity: market integration, decarbonization, security of supply, environmental improvement and overall sector performance.
He highlighted some key achievements of Albania during 2025, especially in terms of energy market liberalization, where the country has achieved about 50% of the predicted objectives. According to him, Albania is at an important stage in the process of transposing legislation and implementing structural reforms in the sector.
"We are halfway through fulfilling our legal commitments. Our focus is to look ahead and support the process of important reforms that are underway," said Mr. Lorkowski.
He highlighted the progress in market liberalization, emphasizing the inclusion of new industrial customers in the free market, a development considered promising for increasing competition and efficiency.
Regarding energy prices, he assessed that, despite the challenges, the prices of electrical equipment in Albania during 2025 have been below the average level of the European Union. Also, prices for industrial consumers have remained moderate and competitive in relation to EU countries.
Mr. Lorkowski also emphasized the need to take further steps to consolidate the market, including strengthening consumer protection instruments and increasing transparency in the functioning of the market.
Regarding the gas sector, he assessed that the process of harmonization with the European market remains more complex, due to the lack of a developed internal market, however, it was emphasized that this sector is in a development phase and presents potential for the future.
In terms of decarbonization, Albania is making steady progress, based on the national plan adopted in 2021, reflecting the commitment to the transition to clean energy and the reduction of emissions.
In conclusion, Mr. Lorkowski expressed the readiness of the Energy Community Secretariat to support Albania in further advancing reforms and accelerating the path towards European integration.
