The first half of the year has closed with a positive performance for public finances in almost all revenue items. Meanwhile, labor taxation is one of the items with the most important weight and with a significant increase compared to a year ago, reflecting significant changes in the market, in the level of wages and the expansion of economic activity in the country.

According to official data from the Ministry of Finance, Albanian citizens have contributed about 47.6 billion lek, or approximately 476 million euros, to the state budget from salaries and other income, including those from long-term rentals and accommodation platforms such as "Airbnb" and "Booking".

Compared to the same period a year ago, revenues from this item increased by 6.8 billion lek or 16.6% more than the first half of 2025, as well as 6.3 billion lek or 15.4% more than the plan for the first half of 2026.

According to the tax administration, this increase is closely related to improved formalization in the economy and increased income declaration. Campaigns against informality, especially those targeting under-declaration of wages during 2025, seem to have influenced the change in business behavior.

Also, the establishment of reference wages in sectors with a high level of informality, such as tourism, construction and healthcare, has led to an increase in declared wages and, consequently, in tax liabilities. Wage increases in public administration over the last two years, as well as the increase in the minimum wage to 50 thousand lekë, have also had an impact.

Another contributing factor is the expansion of the rental market, especially short-term ones related to the development of tourism. The increase in properties listed on online platforms has increased the income of individuals and at the same time the level of tax paid. During this year, the tax administration identified all taxpayers listed on AirBnB and sent them a letter asking them to declare their income. The tax that individuals must pay on this income is 15 percent and the same applies to long-term rentals. The total collections from TAP also include income from bank interests.
