New rules for leasing hunting areas - 5-year contracts, the municipality determines the winner through a points system
The government has set new rules and criteria for leasing hunting areas in Albania.
The draft decision on "determining the documentation, deadlines and competition procedure for leasing hunting, breeding and repopulation areas", submitted for public consultation, aims to create a clear, transparent and enforceable framework for leasing hunting, breeding and repopulation areas, guaranteeing sustainable management of wild fauna and the involvement of local stakeholders.
According to the document, among the main advantages of the draft decision is the establishment of standardized rules for public competition, increased institutional control and formalization of hunting activity, contributing to the protection of biodiversity and local economic development through the sustainable use of natural resources.
The draft decision addresses the obligation of local self-government units, after declaring areas for hunting, breeding or repopulation, to begin within a certain period the procedure for leasing them through a public competition process.
The document also establishes the obligation of the mayor to establish, by order, a commission, which is charged with following and administering public competition procedures.
The draft provides the rules for publishing the announcement for the lease of hunting, breeding or repopulation areas, the publication deadlines, as well as the mandatory elements that the notice for the development of the public competition procedure must contain. On the other hand, it provides for the obligation of each participating entity to submit documentation that proves the fulfillment of the legal criteria for taking into use the relevant areas.
The request for participation in the competition includes the subject's data, the financial offer and accompanying documentation, as well as the category of the area for which it is applied.
The method of evaluating the bids is done by a special commission through a scoring system and the mayor decides and announces the winner of the entity with the highest points, for the conclusion of the lease contract after the completion of the evaluation process.
After the procedures are completed, the municipality publicly announces the winner and concludes a 5-year lease contract, no later than the beginning of the hunting season, and the lease value cannot be lower than the initial value determined.
