The criteria for practicing hundreds of professions in Albania will undergo a review, with the aim of removing unnecessary restrictions and reducing the administrative burden for citizens and businesses.

The National Action Plan includes over 320 regulated professions in law, health, education, engineering, transport, tourism, sports, finance, insurance and crafts. The website will include conditions for licensing, registration, exams, internships, professional experience, fees, as well as citizenship or residency criteria.

The initiative is undertaken directly in the framework of negotiations with the European Union, for Chapter 2, “Internal Market” and Chapter 3 “Right of establishment and freedom to provide services”. It is linked to a closing criterion, according to which Albania must submit to the European Commission the list of regulated professions and the justification for the restrictions applied to them.

Any restriction will have to be argued as necessary and proportionate to the public interest. When this is not proven, its easing or removal is envisaged, with the aim of opening the services market and increasing competition.

The plan reduces the time and costs that individuals and entities face to enter a profession. According to the report, the reform is expected to reduce the administrative burden and gradually digitalize procedures.

Part of the reform also affects foreign professionals, for whom unjustified citizenship or residency criteria are expected to be removed and the recognition of diplomas will be facilitated. The aim is to open the market to qualified professionals, without compromising safety and quality standards.

A public electronic database will be created for each profession, where criteria, documents, deadlines, fees and ways to appeal will be found. The legal and sub-legal changes are expected to be completed by the end of 2027.
