From food security to landlord compensation, the decisions adopted by the government are published
The Media and Information Agency informs you about the Decisions and draft laws approved at today's government meeting, dated June 10, 2026:
The Council of Ministers decided:
-The proposal for the draft law "On the ratification of the agreement between the Council of Ministers of the Republic of Albania and the government of the Federal Republic of Germany, for technical cooperation 2025", signed in Tirana, on May 5, 2026, within the framework of the project "Support for Albania's approximation with the EU in the field of food safety", for review and approval in the Parliament of the Republic of Albania.
-Proposal of the draft law "On the ratification of the loan agreement between the Republic of Albania and the European Bank for Reconstruction and Development, for the Albanian railways - rehabilitation of the Tirana-Durres railway and construction of the railway connection with the Tirana International Airport: expansion of the project", for consideration and approval in the Parliament of the Republic of Albania.
-Approval of the National Plan for Adaptation to Climate Change 2026-2036. The Ministry of Environment and all ministries and institutions responsible for the implementation of this decision are charged.
-Approval, in principle, of the agreement between the Council of Ministers of the Republic of Albania and the government of the Republic of Italy, for the implementation of the project "Protection of Albania's forest assets - AICS co-financing for the EU-funded project "EU for Forests" - AID 13419".
-Approval of the National Action Plan for Persons with Disabilities 2026-2030. All ministries and institutions are charged, according to their area of responsibility, with the implementation of this decision.
-Approval of the annual report on state aid for 2025.
-Determining the rules, documentation, deadlines and detailed procedures for completing, submitting and reviewing the request for organizing volunteering by a for-profit legal entity.
-Expropriation, in the public interest, of the owners of real estate, private property, affected by the implementation of the project "Construction of a warehouse in the Student City area" in favor of Tirana Water and Sewerage, sh.a. .
-Approval, in principle, of the implementation agreement between the Council of Ministers of the Republic of Albania, represented by the Ministry of Infrastructure and Energy, and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, for the project “SUTi – Sustainable Urban Transport in Albania II”.
-Creating a reserve of weapons and technological equipment for the armed forces by licensed entities.
-Approval of the inventory list of state immovable properties, which are transferred to the Ministry of Education for administration, for the University of Medicine, Tirana, for the exercise of activity, according to its field of state responsibility.
-Financial compensation to owners of private real estate for taxable areas occupied by legalized constructions in the local directorates of the State Cadastre Agency: Tirana North, Kamzë-Vorë, Tirana Rural 1, Durrës-Kavajë-Krujë, Elbasan, Fier, Lezhë, Tirana Rural 2, Vlorë, Shkodër, Pogradec, Saranda, Stimulated Areas, Gjirokastër, Kukës, Lushnje and Tirana South. The total value of the financial compensation is 870,762,086.47 (eight hundred and seventy million seven hundred and sixty-two thousand eighty-six point forty-seven) lekë, for an area of 85,140.35 (eighty-five thousand one hundred and forty point thirty-five) m².
