Small and medium-sized businesses, with a new strategy - Towards the European market, the government issues a new document for consultation

The Ministry of Economy and Innovation has issued for public consultation the draft decision aimed at approving the Policy Document for SMEs, a strategic framework that is also related to the European integration process and the fulfillment of obligations in Chapter 20, “Enterprises and Industrial Policies”. According to the report, the main goal of the document is to increase the productivity of small and medium-sized businesses, strengthen their competitiveness and integrate them into European and international value chains.
The document highlights that SMEs represent over 99% of active enterprises in the country and generate more than 80% of employment. The document is built on three strategic goals. The first is related to strengthening the capacities of enterprises, through entrepreneurial skills, innovation, digitalization, standardization and green transition.
The second goal focuses on improving the business operating environment, aiming for a more predictable climate, more efficient public services and more opportunities for export and expansion in regional and European markets. While the third goal addresses access to finance and risk management, providing for more financial instruments, increased financial education for entrepreneurs and better mechanisms for business restructuring.
In total, the document includes 11 specific objectives and 25 priority measures. These measures cover areas such as human capital development, innovation, digital transformation, certification according to EU standards, green economy, improvement of the business climate and financial support for enterprises. The financial effects foreseen for the implementation of this document are estimated at around 32.7 million lek. These funds are expected to be covered by the annual budgets of the responsible institutions, donors and other funding sources.
