KPP, complaints about locals dominate/ Local institutions lead with contested procedures
Over 142 million lekë were saved in the state budget during June, as a result of the decision-making of the Public Procurement Commission. The data from the monthly bulletin shows that the majority of complaints are related to the bid evaluation phase.
During June, 140 complaints were registered with the Public Procurement Commission, all of which were related to public procurement procedures. Of these, 98 were against the evaluation of bids, 40 against the standard tender documents, and two complaints related to other stages of the process.
Contracts for the purchase of goods are the most contested, with 80 complaints, followed by services with 46 and public works with 14 complaints.
Of the 140 complaints filed, 113 are related to unique procurement procedures. The largest weight is held by tenders of local government institutions, with 62 procedures, while 34 complaints are related to joint-stock companies, 12 to central institutions and five to independent institutions.
The Public Procurement Commission made a total of 91 decisions. Through 86 substantive decisions, 110 complaints of economic operators were reviewed and resolved. Of the decisions, 58 complaints were accepted, while 40 were rejected.
The average time for reviewing a complaint was 10 days. Procedures for public works were reviewed on average within three days, while those for goods and services within 13 days. Only 5.45% of complaints were handled outside the deadline.
According to the KPP, the decisions taken during June brought about a saving of around 142.6 million lek for the state budget.
