Gambling, new rules for the special fund - AMLF takes over administration, projects under financial control

The revenues generated from gambling activities will be administered through a special fund, under the responsibility of the Gambling Supervisory Authority. The decision of the Council of Ministers determines the procedures for the collection, verification, financing, monitoring and control of the use of these revenues.
The Authority will administer the fund's bank account, record all receipts and payments, and record outstanding liabilities. The institution will also perform financial verification of documentation and prepare payments for approved projects.
To check the accuracy of declarations and payments, the Gambling Supervisory Authority will exchange information with the tax administration and other responsible institutions. The fund may only be used for projects that receive the approval of the Project Support Council. It is prohibited to finance expenses that are not directly related to the project, as well as to support activities that are simultaneously financed from other budgetary sources for the same purpose.
Payments will be made through the banking system and only upon submission of the approval decision, the financing contract and the supporting documents. In case irregularities or use of funds outside the approved purpose are found, payments will be suspended immediately. Beneficiaries will be required to return the amounts received irregularly, while the Authority may also terminate the financing contract.
The decision also provides for public transparency. The Authority will periodically publish the revenues collected, the expenses incurred, the funds disbursed, the list of beneficiaries and the purpose of each project. A report on the financial administration of the fund will also be published annually, which will be subject to internal audit.
