Which regions have the highest employment? Durrës leads in industry, while Tirana remains the center of services
The employment structure in Albania in 2025 shows a clear division between regions in terms of the main sectors of the economy. The data show that some areas continue to have a high dependence on agriculture, while the more urban regions are characterized by the dominance of the service sector. In 2025, the regions with the highest employment rates are Berat (65.3%) and Fier (63.9%), while the regions with the lowest employment rates are Lezha (50.6%) and Elbasan (52.9%).
According to the data, Kukës is the region where agriculture has the highest share in employment, with 67.9% of employees in this sector. It is followed by regions such as Dibra with 59.8%, Fier with 58.1% and Berat with 60.1%, indicating the importance of agricultural activity in the local economy.
On the other hand, Tirana presents a completely different labor market structure, where only 7.3% of employees are engaged in agriculture, while services occupy the vast majority at 69.2%. This is related to the concentration of administration, businesses, technology, finance, and other urban activities in the capital.
Even the coastal regions with the most developed tourism sector have a significant share of services. In Vlora, services account for 47.2% of employment, while in Durrës 43.5%. These areas combine tourism activities with industry and trade.
In terms of industry, Durrës has the highest share, with 31.6% of employment in this sector, followed by Vlora with 23.9% and Tirana with 23.5%. This shows the important role of industry and manufacturing in some of the largest economic regions. Meanwhile, regions such as Gjirokastra, Shkodra and Lezha present a stronger orientation towards services, with 44.8%, 43.8% and 44.6% of employment in this sector, respectively.
