Strait of Hormuz evacuation plan - Around 1,200 cargo ships remain stranded

The International Maritime Organization (IMO) has released operational details of a large-scale evacuation plan for sailors stranded near the Strait of Hormuz, after its closure has left some 1,200 cargo ships stranded with goods worth US$125 billion.

According to the IMO, more than 11,000 sailors remain stranded in the Gulf region. Under the plan, ships are to remain in their current positions and await instructions rather than moving independently towards the strait, or designated waiting areas. The organization said the move is aimed at preventing overcrowding and reducing risks associated with mines and degraded navigation conditions.

The UK Merchant Marine Operations Centre (UKMTO) and the Maritime Information Co-operation and Awareness Centre will contact vessels directly and instruct them to proceed to designated waiting areas.

According to the IMO, after conducting their own independent risk assessment, ships are free to choose either the southern or northern route to leave the Strait. The evacuation scheme defines two temporary transit routes through the Strait of Hormuz. One passes through Iranian waters, while the other passes through waters coordinated by Oman and the United States.

The IMO said traffic management and navigation coordination would be handled by coastal states, while the UN agency oversees the overall framework and phased implementation.

Meanwhile, insurance firm Allianz Commercial published its 2026 Maritime Safety and Transport Review, noting that the conflict in the Middle East has paralyzed the Strait of Hormuz. As of June 15, about 1,150 cargo ships with an estimated ship and cargo value of $125 billion were operating within Gulf waters following the closure of the Strait of Hormuz.

Marine insurers have supported the shipping industry throughout the conflict with continued insurance coverage, albeit at higher premiums for hull and cargo. However, for shipowners, the issue has been more about the risk to crew and vessel from crossing into a conflict zone than insurance considerations, according to the report.
