Fewer cars at the border, less income for insurers - AMF: The decline in entries and exits or prices affects the Green Card and border insurance

Insurance companies are not collecting much revenue from the Green Card product and border insurance. For several months in a row, fewer and fewer gross written premiums have been recorded from the insurance of vehicles with foreign license plates circulating within the territory of Albania and the Green Card insurance for vehicles with Albanian license plates that travel outside our country, while domestic MTPL continues to reach record figures.
The latest data from the Financial Supervisory Authority shows a 1% decrease in gross written premiums for Green Card in the first quarter of this year and a 2.7% decrease in those for border insurance compared to the same period last year. In other words, premiums collected for Green Card fell to 460 thousand lek from 464 thousand lek previously, while those for border insurance fell to 55 thousand lek from 56 thousand lek.
But what are the factors that may have influenced this continued decline?
Compared to the end of last year, car arrivals and departures have decreased. The decrease in arrivals and departures, which may have been due to the impact of the war in the Middle East and the increase in oil prices, has reduced the number of car trips. Thus, in the first 3 months of this year, there were 500 thousand fewer arrivals than at the end of last year and 300 thousand fewer departures than in the last quarter of 2025.
As for the Green Card, less revenue was collected due to the reduction in its price.
From February 1st of this year, all cars traveling to Montenegro benefited from a discount on the insurance price for the "Green Card". From the €400 premium for 1 year, they now pay only €50. Meanwhile, from April 1st, Albanian citizens also gained the opportunity to travel to North Macedonia with the "Green Card" insurance policy with a 1-year term, at a reduced price of €50.
