Underground electrical substation in Tirana - Guarantee agreement for the 22.5

The 22.5 million euro loan that will finance the construction of the 110/20 kV underground substation in the center of Tirana will be state-guaranteed, as the agreement has reached the Parliament for discussion.

According to the accompanying report, the project aims to modernize the electricity distribution infrastructure in the capital, through the construction of a new underground substation, the first of its kind in Albania.

The investment is considered necessary due to the condition of the existing substation near Skanderbeg Square, which operates with a single 80 MVA transformer and no backup capacity. Authorities argue that the current infrastructure cannot cope with the growing demand for electricity in one of the most important areas of the capital. The project aims to replace this substation with a new, fully digitalized structure, which is expected to improve the quality of supply, security and operational efficiency of the network.

The loan was approved by the EBRD in 2025, after the project costs increased significantly compared to initial estimates. Initially, the construction of the substation was estimated to cost around 14.5 million euros, but the final technical design prepared by a specialized consultant identified the need for an additional approximately 8 million euros. According to the EBRD, the cost increase was mainly related to inflationary pressures on raw material prices, improved technical specifications and the inclusion of final project requirements.
