After the tragic accident, DPSHTRR reacts: The two Egyptian citizens did not have an Albanian driving license
The General Directorate of Road Transport Services (DGRTS) has reacted after news published in the media regarding allegations that two Egyptian citizens, Mohamed Lotf and Mohamed Ali, were equipped with Albanian driving licenses and professional documentation for driving concrete mixer trucks.
In an official statement, the institution announced that, after verifications carried out in electronic registers and official databases, it has resulted that neither of the two citizens has been provided with an Albanian driving license by the DPSHTRR. Also, according to the institution, they have not been provided with a Certificate of Professional Ability (DAP) for the "Automotive Driver" profile.
The DPSHTRR explains that the DAP "Automachinist" is the necessary professional document for driving vehicles for special use, which also includes concrete mixer trucks. Albanian legislation stipulates that drivers of these vehicles must be equipped not only with the relevant category of driving license, but also with the Certificate of Professional Ability for this profile.
The institution also emphasizes that, according to the Road Code of the Republic of Albania, foreign citizens have the right to drive vehicles on Albanian territory with a valid driving license issued by the authorities of their country for a period of up to one year, under the conditions set out in the law. For this reason, the fact that a foreign citizen drives a vehicle in Albania does not mean that he is equipped with an Albanian driving license.
The statement also notes that Albania does not have a bilateral reciprocity agreement with the Arab Republic of Egypt for the recognition or conversion of driving licenses. Egypt is not on the list of countries with which Albania has agreements in force for the mutual recognition and conversion of these documents.
Consequently, the DPSHTRR considers the claims that Mohamed Lotf and Mohamed Ali were provided by this institution with an Albanian driving license or a Certificate of Professional Ability for the "Automotive Driver" profile to be untrue.
In conclusion, the DPSHTRR reiterates that all procedures for obtaining a driving license, a Certificate of Professional Ability (DAP), a Certificate of Professional Competence (CKP) and other road transport documents are carried out only in accordance with the legislation in force. The institution states that it remains at the disposal of law enforcement bodies for any necessary verification within the framework of investigations and calls on the media and public opinion to refer to verified official facts before publishing claims that may unfoundedly violate institutional activity.
