Tourism sector, with high informality - ALTAX: 70-80% of short-term accommodation units, outside the tax system

Albanian tourism is facing a fiscal asymmetry, which means that the rapid growth in the number of tourists in recent years is not being accompanied by an increase in budget revenues. In a recent analysis by ALTAX, the problem lies in the short-term accommodation market, which mainly includes offers on platforms such as Airbnb and Booking.com.
In an interview with TV Scan, the director of ALTAX, Eduard Gjokutaj, states that 70-80% of short-term accommodation units are outside the tax system.
During 2025, around 12.4 million citizens entered Albania with foreign passports, while the tourism sector contributed 26.4% to the Gross Domestic Product, becoming the main sector of our economy.
Last year, foreign tourists spent around 5.5 billion euros in our country, while central fiscal revenues are estimated at between 970 million and 1.23 billion euros. However, ALTAX estimates a fiscal loss of 40 to 60 million euros per year from informality, mainly in the short-term rental market.
