Rama: Let's protect information without curtailing freedoms - Foreign interference in information discussed in Tirana
Information manipulation and foreign interference are becoming one of the main threats to European democracies and security. Representatives of European institutions, allied countries, Albanian institutions, the media, civil society and the technology sector gathered in Tirana to discuss ways to confront this phenomenon.
At the conference "Confronting Information Manipulation and Foreign Intervention: Albania and the Context of Enlargement", Prime Minister Edi Rama stated that security challenges are no longer related only to military power, but also to the protection of the information space and citizens' trust in institutions.
“At first glance, this conference is about algorithms and information ecosystems. In reality, it is about something much more fundamental. It is about democracy, about public trust, and about the fact that free societies own the strategy of defense. Today, we must defend something invisible, yet vital: the space where our citizens exchange judgment and make their free choices.”
According to Rama, the power of a state is no longer measured solely by military capabilities, but increasingly by the ability to influence public perception and maintain trust in institutions. In this new reality, cyber defense alone is not enough, as Albania has also faced hybrid attacks and disinformation campaigns.

"We are on the front lines and have experienced hybrid attacks and disinformation campaigns. History will likely remember us not only as those who witnessed the birth and rise of artificial intelligence, but as a generation that had to decide whether truth could prevail over manipulation in a digital world, and this is a very big dilemma because the choice is very complex. We are a democracy and we want to remain a democracy, but at the same time democracies offer space very generously to their friends, and this is the dilemma and the difficult choice that we have to make."
The Prime Minister warned that information manipulation does not appear in a single and easily recognizable form, but spreads through trends, videos and content created or amplified by artificial intelligence. The challenge for democracies, according to him, is to protect the information space without limiting freedoms and without being afraid of technological progress, but by orienting it towards democratic values and preserving public trust.
