Conditional Forgiveness: About 168.6 million lek in duties are canceled. Customs collects 66.1 million lek
After the end of the first deadline, June 30, 2026, for the implementation of Article 10 of Law No. 86/2025, the Customs Administration has concluded the procedures for 260 beneficiary cases, which have benefited from the conditional remission of customs duties.
Pursuant to the law, entities that repaid 50% of the principal obligation for the period 2015–2019 within the deadline benefited from the forgiveness of the remaining 50% of the obligation, as well as the complete cancellation of penalties and late payment interest.
From the application of this provision:
260 cases benefited from the law;
About 168.6 million lek in obligations, penalties and late payment interest were forgiven;
About 66.1 million lek were collected from the payment of obligations in the state budget.
The process of implementing the Law of Forgiveness continues even after the end of the first deadline. Entities that did not benefit from the option of 50% of the obligation cancellation still have the opportunity to benefit from the provisions of the law until December 31, 2026. Specifically, for the obligations payable to customs created during the period January 1, 2015 - December 31, 2019, entities that pay 75% of the principal obligation within this deadline benefit from the cancellation of the remaining 25%, as well as the full cancellation of fines and interest on arrears. To verify the status and follow the relevant procedures, entities must appear at the customs branches.
The Customs Administration has also continued the process of automatic debt cancellation for debtors with debts incurred until December 31, 2014. So far, the procedure has been completed for 264 beneficiary cases, with a total value of debt cancellation of approximately 505.5 million lek. The process continues in all customs branches, which, according to the deadlines set by law, will continue to record and process beneficiary cases until the end of 2026.
