Tax fraud, 416 cases completed and 93 under investigation - Construction and tourism in focus, Taxes strengthen controls in risk sectors

The Tax Investigation Directorate has exceeded the target set within the Reform Agenda and the Reform and Growth Instrument ahead of schedule in terms of handling tax fraud cases. According to the official announcement of the Tax Administration, the target envisaged the investigation and prosecution of 500 cases, mainly in high-risk sectors such as construction, tourism and other activities with increased exposure to tax evasion and fraud. The deadline for achieving this target was June 2027.
However, during the period from January 1, 2024 to June 30, 2026, the Tax Investigation Directorate has handled 509 cases, exceeding the target by about a year ahead of schedule. Of the total cases handled, 416 cases have been completed, while 93 others continue to be in the active investigation and verification process, in accordance with legal procedures.
This objective is part of the Reform Agenda, approved by decision of the Council of Ministers. In this context, the Tax Administration is the institution responsible for the implementation of 5 reforms in the field of business environment and competition. These reforms aim to improve the business climate, strengthen fair competition, increase transparency and modernize tax administration, in accordance with the standards and acquis of the European Union.
The achievement of this objective ahead of schedule, according to the Tax Administration, demonstrates the increased effectiveness of measures for the prevention, detection and investigation of tax fraud. The Tax Administration estimates that this result contributes to strengthening the integrity of the tax system, guaranteeing fair competition in the market, as well as fulfilling Albania's commitments in the process of integration into the European Union.
