Technical support for the “100 Villages” program - ADF opens the competition for the design and supervision of investments

The Albanian Development Fund has announced the opening of the competition for support for the 2025-2028 operational program: Consulting, design and supervision services for investments in the "100 Villages" program. The estimated fund limit reaches 56 million and 630 thousand lek.
According to the document published by the Public Procurement Agency, steps and standards for the provision of design and supervision services will be determined, with the aim of guaranteeing the quality of investments, compliance with applicable legislation and the correct implementation of projects to be financed in rural areas.
The intervention is expected to support the implementation of the Operational Programme for the period 2026-2029, by financing the technical and procedural services necessary for the implementation of the planned investments. The document highlights that the package of services aims to mature project ideas and transform identified requirements into viable projects, in accordance with technical standards and planning requirements, as well as the need to guarantee the quality of public investments.
According to the document, the design and supervision services will be determined in the second phase of the mini-competitions, which means that not all services foreseen in the framework contract will necessarily be activated. Depending on the concrete needs, the service packages will be divided according to the specific phases of the projects and may include only design, only supervision or a combination of both of these components.
The design part will include the drafting of master plans, the preparation of terms of reference, detailed technical projects for investments in infrastructure and urban development, improved connectivity, construction and rehabilitation of roads and bridges, electricity supply, telephone networks and information technologies. It will also include interventions in the requalification of urban squares, as well as projects for protection from marine and river erosion or water treatment.
The package also includes the design of civil and public facilities, ranging from residential and industrial buildings to sports, cultural and public facilities.
Another important component is related to technology and innovation. The documents foresee support for the design of industrial and technological facilities, information systems, ecological and environmentally friendly facilities, as well as energy efficiency investments. The focus will also be on industrial and mechanical plants, automated systems, water treatment plants, as well as projects related to the processing of medicinal plants, milk processing, livestock, agriculture, etc.
