Albanian industry towards a new growth model - 2026–2030 Plan for industrial transformation
Albanian industry is expected to take on a more important role in the country's economy during the years 2026–2030. The National Industrial Strategy aims to orient the economy towards a new development model, based more on productivity, innovation, technology and increased value added. Currently, the manufacturing industry accounts for 6.51% of the value added in the economy, according to World Bank data for 2024, which indicates room for further expansion and convergence with the European Union average.
The strategy focuses on strengthening the manufacturing industry, materials processing, light industry, digital technologies and export-oriented manufacturing activities. Another key element of the strategy is the connection of industry with innovation and workforce training. The aim is to move from competitiveness based primarily on low costs, towards an economy that competes through quality, technology and higher value products.
The National Industrial Strategy also has a direct role in the European integration process. It is linked to Chapter 20 of the EU acquis, which covers enterprises, industrial policies and support for competitiveness. Through this document, Albania aims to build a more coordinated framework of public policies, strengthen institutional capacities and create more effective instruments to support business, investment and exports.
The strategy is based on structural analysis, consultations with institutions, international partners and private sector representatives. It provides for a phased implementation plan for the period 2026–2028 and a system for monitoring results. In essence, the objective is to turn the industry into a stronger engine of economic growth, creating more productive jobs, higher wages and an economy more integrated with the European market.
