Rehabilitation of the Durrës – Rrogozhinë line / Albanian

The Albanian Railways has announced the public consultation calendar for the rehabilitation project of the Durrës - Rrogozhinë railway line, a mandatory procedure within the Environmental Impact Assessment process.

According to the announcement published by HSH, the hearings will take place on July 28, 29 and 30 in Kavaja, Rrogozhina, Durrës and Tirana, with the aim of informing affected communities and collecting public comments on the project.

The consultation procedure comes after the Albanian Railways has drafted the implementation project for the rehabilitation of the Durrës - Rrogozhinë segment and is following the Environmental Impact Assessment procedure, according to the requirements of the legislation in force.

This development follows the progress of the international tender worth around 90 million euros for the rehabilitation of this line, for which the Albanian Railways previously decided to extend the deadline for submitting bids until July 22, 2026. Along with the extension of the deadline, the tender documents were updated by strengthening the requirements for environmental and social standards, in line with the requirements of the European Investment Bank, as well as by imposing additional obligations for the qualification of the staff that will be engaged in the implementation of the project.

The project envisages the rehabilitation of about 34 km of railway line, mainly on the existing track, the reconstruction of bridges, underpasses and overpasses, the rehabilitation of a tunnel about 380 m long, the modernization of signaling systems, as well as the reconstruction of five railway stations. The investment also aims to include measures for adaptation to climate change and create the conditions for the line to be electrified at a later stage. The contract is expected to be implemented within 48 months.
